Special Programs


The program involves patrol officers spending time at their schools, developing positive relationships with the children and acting as role models, and acting as a liaison between the school administration and the police department.

Officer Mark Otterness
Officer Mark Otterness

Officer Mark Otterness joined the Bismarck Police Department in 2010 after working 15 years in the Insurance Industry as a claims processor. He is originally from Bismarck, ND and is married with four children, ages 21, 14, 8, 6. Mark currently has two boys at Northridge Elementary school, one in First Grade and one in Second grade. He has a 9th grader at Bismarck High School, and his oldest is a member of the 957th Unit in the Army National Guard. Along with his normal patrol duties, Mark is a Gang Task Force Officer and is the Adopt-A-Cop for Northridge Elementary School. Mark enjoys sports, loves to hunt and fish, and spending time at their lake cabin.
