"BECEP" stands for Bismarck Early Childhood Education Program. BECEP is a composite of four programs serving preschoolers and their families under one administration: Head Start, Early Childhood Special Education, Early Intervention, and Right Track. Bismarck Public Schools is the grantee agency for BECEP and the Bismarck Public Schools Special Education Director is its Executive Director.

Head Start is the oldest of BECEP's four programs. It started in 1965 as a summer program serving 280 children. In the fall of 1970, Head Start converted to a full nine month program, serving 75 children. It now serves approximately 231 children and their families.

Early Childhood Special Education started in 1972 as a result of a grant from the US Department of Education. The purpose of the three year grant was to connect services for preschoolers with disabilities to BECEP's Head Start and day care programs. Bismarck Public Schools assumed the funding for this program starting in 1975. Approximately 180 preschoolers are currently served through the Early Childhood Special Education program.

The Early Intervention program was developed under a three-year federal grant from the Bureau of Education for the Handicapped in 1978. This program is now funded at the state level by the ND Department of Human Services, Division of Developmental Disabilities. The Early Intervention program currently serves approximately 312 infants and toddlers and their families.

The newest program to be added to BECEP is Right Track. It started in 2000 after the discontinuation of the Early Childhood Tracking System at the state level. This program currently serves over 1000 children and their families.
